I add the beard and the gun to him but I'm not sure who makes the original figure. I bought a load of Pulpy boat crew types a longtime ago.

Here is the mech with the shield added now. It's not the best but it will do. The mech is also a decent size but not too big that the Cap couldn't kick his arse
