Hi there!
I have plans to play some 28mm ACW
Which ruleset should i use?  - i dont want them to be overly complicated!
Basing is not an issue as i have not yet purchase any miniatures

Black  Powder works well and they have a shiny new period specific supplement out.
Longstreet is also quite good
.
If you want lower level level there is a new edition of Sharp Practice coming out next week or so.

For big armies where each unit is a brigade Fire and Fury still works quite well.

Fire and Fury basing will BTW work for all of the above rules too!

if you are looking for a simple ruleset then Black Powder together with the new supplement is the way to go!

I haven't seen the newest Black Powder supplement (does anybody have an ISBN for it? I can order it through my town's used book store with an ISBN), but the main rules fit very well for 28mm.  There are plenty of good rules for smaller scale, but I endorse Black Powder for 28mm.

None of the rules above are scale specific.
I've played Black Powder with my friend's 15mm armies (based for Fire and Fury) successfully.
Another friend started his ACW in 28mm with Sharp Practice but is also happily playing Longstreet with them. Although from the diagrams I'd wager Longstreet was designed to be compatible with Fire and Fury armies.

Really no rules are meant for a specific size if figure.

Longstreet is brilliant. I can highly recommend it.
We had a most excellent historical refight of the Matthews Hill from 1st Bull Run last week.
Black Powder is OK but rather lacking in period flavour in my experience; it's a game with a bit of history in it.

I'll just echo what has already been said. Black Powder with the new supplement for larger battles and Sharp Practice for skirmishes.
