Does anyone know of a bits manufacturer that makes 28mm scale Thulsa Doom's Cult of Set style helmets?

GW Chaos Marauder helmets perhaps? Both the older infantry and the newer horsemen, with the latter being perhaps better proportioned for combination with historicals.

Technically, they're sporting horns, but most could easily be reworked into snakes I think...
Miniatures you say? Well I too, like to live dangerously...

The helmets of Thulsa Doom and his henchmen were based on Teutonic Knight helms in Alexander Nevsky ... so, might a plastic Teutonic Knight head from Fireforge give you a starting point?

Maybe a bit of a long shot!
