I believe it started as mass battle game sets.

It is a mass battle game, but you can buy half packs of most of the miniatures on the website. Most infantry are available in 16's, and many of the monsters are available in packs of 5.

OK, mass battles are good, but mass of paint is less

The half packs are better for me. But keep in mind that many gamers now use 15mm fantasy for another think than battle.
Have a look on Demonworld/RPE way. First, they have cut their big packs, and now, they sell the miniatures one by one.
