The answer is of course "yes" but it largely depends on what level/size of game you are interested in.
Spearhead will handle up to a division comfortably, but with Megablitz we've done twenty divisions or more at a time. At higher levels, everything is pretty abstract and it is easy enough to write your own rules.
Fighting in built up areas is extremely attritional though (aka boring) as compared to the manoeuvres outside the city. A number of board games have attempted to address how to model the city fighting at an operational level, and it is really quite challenging.
The encirclment and relief operations are much easier to game satisfactorily at an operational level, as they are more mobile.
