What's the diameter you're after (actual)? Eureka Miniatures has a large enough range that might have something.

Okay - how many millimeters do you want the wheel to be wide (ie its diameter)?

I've found these:
http://eurekamin.com.au/product_info.php?cPath=87_126_153_165&products_id=1985

Everything else SYW/Napoleonic, etc seems to be 12 spokes, there's a carriage wheel that's 16. Might be worth emailing Nic at Eureka Miniatures directly to ask him what he has (and what the diameter of the wheel above is). Address is nicr@eurekamin.com.au.

trust the Italians to be awkward... who in their right mind designs a wheel with spokes not divisible by 4?

Yes, indeed!
We did this way so the enemy waste time trying to divide by 4 the spokes!  lol

Just kidding... ;)

Who would've thought there's still people trying to sell something without photos?

yes but on the same page is a nice picture of a Piedmontese gun and limber with team and drivers.
14 spokes on the wheels!

Always thought the 1840s Italian armies looked very pretty.
