A very civil British war

Winston Churchill becomes PW in the mid thirties and decides to stop the rise of facism. He asks (politely) all of the member states of the League of Nations for permission to send London bobbies into their borders to arrest facist politicians. Of course the peelers don't actually arrest anyone they just tell the (insert color) shirts to "Move along now, there's a good chap."
