What are the most widely used “28mm” WWII?

But I do believe it's World Games. Artisan design is also pretty good.

The Warlord Bolt Action plastics have been up and down, with different armies being different sizes (!) but that was years back and they may have ironed out the scale problems now, but perhaps it's best to check. I think the height is about 28mm (or a little bigger) with very much a cartoonish 'Commando Comic' style with slightly chunky proportions. They have a good range of stuff and boxed sets are very popular for building a large force quickly and relatively cheaply.

If you are going to do some SAS/LRDG characters, my preference would be Perry scale as they fit nicely with the Rubicon Jeep and Chevy.

From perusing these forums it would appear that Warlord Bolt action are the most popular. They are what I use as a yardstick. I measure other ranges by how large or small they are against the Bolt Action.
Also I prefer the heroic proportions.

FWIW, At this point I have (in order of quantity) Warlord (both metal and plastic), Artizan, Empress, and Perry.  Perry's are a bit slimmer that the others, but, in my opinion, they fit in well enough...

My Perry's are US leg infantry guys, and I don't have any US leg infantry Artizan....
I do keep the Perry's in their own squads/teams.   Works out ok on the fields of battle.  My opinion only, though.

I don't know about Artisan but the Perry's are on the small side and do not match with Warlord. I wish there was a website that had all the manufacturers of WW2 minis all neatly lined up.

Except for the Rubicon which looks microcephalic, virtually all 28mm ranges work well with each other.

Very much to eye, top of helmet they're 32-35mm I'd say, depending on the army. Perry's are about 28mm to the eye as well, but the slimmer, more realistic proportions make they look smaller, although they're a comparable height. Some people like the slimmer look, some the chunky look, it's a personal thing.
