a company will release based on sales, if something didn't sell as well as they hoped, they will be a bit slower to expand that range. they are not being unreasonable or doing it to wind you up... 

They are obviously not doing it to wind me up  Accepted sales are a factor but how good would sales be if you were considering building up a large force but there was no guarantee of a complete range so you couldn't finish it off?
