Question about Eagles of Empire

I really like the look of these and am hoping to use them as skirmish rules for the late Italian unification wars with some minor fluff massaging and name changes - so at this stage just interested in the rules not the miniatures.

However, I’m a bit worried about how the costs of the cards add up really quickly. Does anyone who’s played this know if the various unit stats and doctrines on the cards are also are in the rulebooks?
