how to paint transparent objects ie bottles balloons etc ?

does anyone now of any good guides on how to paint transparent objects ? ive seen a lot of things like potion bottles etc that look transparent, and ive tried the gloss varnish on top but it never looks right to me ! im also going to be painting a mini holding a balloon soon and wanted it to have that semi transparent look, so any advice will be greatly appreciated
