Mini ID Help

Hi Folks

I saw a pic of a mini while I was Google-ing and have no idea where it's from. It certainly has an Arabian Nights look to it. Has anyone any ideas of what it is?

He is from the Marauder Citizens range....all of which are rather uncommon.
