Need Figure ID (Norse God Tyr?)

I've come across a figure in my travels that I can't identify. Can anyone provide an attribution (sculptor/company/date/etc.)?

It looks rather Tom Meierish to me and as it is sculpted to have a missing left hand I thought it might be the Norse God Tyr...

Looks like it's from Ral Partha 02-207 barbarian empire leaders, though I only have a small, bad pic in the last RP catalogue so I might be wrong. can't find it at iron wind metals

btw, the sculptor is as far as i know Chris Fitzpatrick, Ral Partha was his first sculpting job, before he came to GW.
