Old Sci Fi Movie I Can't Remember

I remember a scene from a movie, but I can't remember the movie. I recall it was a science fiction show, maybe from 1960's American television, perhaps even a made for TV movie. A character actor, male, white, dressed as a doctor or scientist is warning that the Communist Chinese are only having male babies with the intent to have a massive army in a few years. I seem to remember they called the Chinese something like the Eastern Alliance, but it was clear from the context who it was supposed to be in the movie. The movie took place in the future, probably about 1990 or so. It had a sort of Irvin Allen feel to it. I watched Battle Beneath the Earth on video because several people suggested that might be the title but that's not it, but it certainly did seem like it could have been that movie. I think the mega army was a side note, or perhaps the McGuffin everyone was worried about but had no actual role in the movie as such.

Does anyone else remember this movie and can provide me with the title?

Black & White or Colour?

It was in color, not black and white.  I can't remember anything else about it.  I described it to someone else and he said he remembered the movie, but he could not remember anything else either, so at least I have verified that it was a real show.
