Does anyone know of somewhere that I can get a hold of some? Preferably just the instrument, but with hands attached could work, too.

Victoria Miniatures do a "Historic" scale 28mm arms and Bagpipe set in resin (scaled to fit GW)

I just checked those out; they're pretty nice. The sleeves might be an issue though; I'm needing them for a fantasy figure.

The whole set of Highland (ouch) Dwarves are great and let's not forget the wild beasts  - I've a large set of the wee timorous beasties as a herd / swarm...

GW also had a highlander with bagpipes and a bretonian too.
