That is very true Steve but from a gaming perspective how about an "officer back from campaign" table to fill in the down time in a campaign:

1 arrested for smuggling (roll on "spin the wheel of justice")
2 duel
3,4 gets drunk, seduces chambermaid
5 marries heiress
6 elected MP

That's all from the books but not all happen to Ross. I even played a game based around a local election in the 1790s - the Tories won by one vote, having bribed one voter after a certain Whig former Captain shot a Tory voter in a duel.
