The question is rather: Why would they not have Humvee's?

Plenty of western-backed African nations use them - Even the Chinese and Russians have produced knock-offs. In the end it would depend on your setting - Just place the timeline of your campaign slightly into the future (2-3 years) Even if the global political climate changes - not much changes in Africa!
