the picture has a distinc reaper miniatures look.  The name of the picture even agrees with me on that. No clue on who is the sculptor though

It's Reaper from the Chronoscope line.  Sculpted by Bobby Jackson.  It's not in the previews anymore because it is being released this week.

Ah, yes, Reaper, of course. I nicked the pic from Miniature Giant's webstore (they always sell Reaper stuff at about 25% off, even the new minis, worth taking into consideration).

.This is more a general question, why are bases getting bigger?
The standard base was 1 inch but now it's getting to be 1 1/4 inch. Why ?

Unfortunately Reaper has a habit of not making enough of anything for a unit.
They do make plenty for a unit, but it's all Fantasy when they do - Warlord is a unit type game.

But yeah, I'd love to see some alternate sculpts of some of the Chronoscope figures.
