I agree with Poly, an alternative is to get the Brigade figures and use the Westwind British alternative history head, not sure if they are a good fit size wise though

I think the soviet heads in helmets and gasmasks in the westwind range have the airpipe and can dangling down, which would fit with those photos. I'm sure I've seen them somewhere online but their site has no pictures of that pack, unfortunately.
