can someone tell me if the old citadel gangsters would fit in with brigade games gangsters ?

Afraid not, they are rather small by todays standards.

Joraos has some and may have the Brigade ones to compare. I only have the Citadel ones here (somewhere)

I haven't seen either set in a few years but I would try Steve Barber's line http://www.sbarber-models.clara.net/main.html or some of the earlier RAFM CoC packs as they were all true 25mm.
