I use a venerable old set called Reaper. From before Priestly and Halliwell went to Games Workshop. They work for mass battles and for skirmishes although I guess they might seem a bit clunky compared to modern rules sets. I like the "build your onw army lists" approach.

Warlords of Erehwon: Created by Rick Priestly, Based on Bolt Action (WW2) and Antares (SciFi). D10 system, warband sized armies. Activation is randomized like the aforementioned games. Factions include: Human Knightly Order, Orcs, Goblins, Beastmen, Undead, Olympians, Elves, Dwarves, Halflings and more. sold by warlord games.

I am currently making Grimdark profiles with the system (for my own adaption 'Bolter Action' og 'Warlords of the 41st Millennium', haven't quite decided, yet.  :D
