Two questions about Foundry Constables in capes

I have two questions about Foundry's Police Constables in Capes (VC010).  (1) First question has to do with the figure who has both hands at belt level.  What is that figure holding in his right hand.  It almost looks like it could be a cigar but I'm not sure Victorian police constables would be smoking on duty so it is probably something else. (2) What color are the constables' lamp cases?  Looks black in the picture, but the picture I have is so small that I can't be sure of the color.  I appreciate any help you can give.  Richard

I don't have this pack but i'd guess its a whistle perhaps? As to the lamp cases they look metallic/black to me.

Brummie, thanks for writing.  I've decided to go with the whistle idea.  It's more practical than a cigar and frankly, those are the only two ideas I can come up with.  Black sounds good for the lamps and probably is what is represented in the Foundry picture (they need to make that picture bigger when you click enlarge).  In case you're thinking about it despite the confusion (on my part) about whistle or cigar, it's a nice pack of figures.  Richard
