Not really sure if it fits, but 'England Invaded' might suit. It's relatively cheap, and has a range of 'Weird War One' style mini's in large 28mm. Wish I could remember who makes it (buried at bottom of box at present), but they were always cheap figures.

There is also a sticky at the top of the VSF board with 5 pages of suggestions and discussions on various rules sets.
