Can anyone recommend a company that make a Giant Scorpion in 25/28mm that I could mount a rider on? I seem to have come up empty in my searches.

There are at least two in the D&D prepaints that can usually be found pretty cheaply:

Depending on your tolerance for bendy plastic, there are usually scorpion models available from toy shops for a quid or two.

I would suggest the one from Pardulon Models. It is the best I ever saw.

I bought these off eBay

They were £3.00 each, considerably cheaper than the both D&D plastics and Reaper's.
I have a Pardulon one but I wanted two that matched.

I have one and it is very good and very big.

We make one as well -- it's a 15mm giant scorpion meaning it's smaller than those previously mentioned:
