PS.  For my cobblestone street pavement surfaces I have used thick "basketball" textured paper, similar to these examples here.  It's extremely easy to cut to shape, to glue down and to paint/seal:

Any difference between basketball and football texture?
Ask at the LAF, and answer shall thy be given!

With football the "stones" would look nice and tightly packed.  Basketball has deeper grooves between each one and they tend to look a little like individual beads if you add too much highlight.

Football is not as common at craft stores as the basketball one.

PS.  A long while back someone suggested to me using pebble embossed card stock paper, but I haven't tried it yet:

I was told that tearing the paper at the edges instead of cutting it yielded more realistic results at the joints.

Apparently this is faux leather with basketball embossing:

I guess this is the stuff he used:

CC's pic is from my blog - I have made three mats from the faux leather. For best results I have found a black base spray with Krylon for Vinyl will best handle the folding and bending. From there I used a series of drybrushes, grey on the first two mats and sandstone on the most recent mat.

All very interesting!

I just recently found this (but not here in Denmark, though):

Another option that I am going to tentatively put out there is zuzzy's flagstone paving mat.
http://www.zuzzy.com/2013/09/stoneworks-flagston-paven-gaming-mat.html
A review first then the tentatively bit.
Zuzzy mats are a textured laytex mat that takes paint well and are really nice.  Very good on the detail.  They do not deform and are very durable.  Here is the detail on my ruined city mat.

I have ordered from him twice and now the tentative bit, he is always very slow to make and send the mat and does not respond to any form of communication.  It is a common complaint for anyone who has ordered from him.  I just saw the banner at the top of his site saying that he has suspended orders for the time being due to a heavy backlog.  My suggestion is if you can afford it and afford to wait for it then go for it when he is caught up.  They are pretty and well worth the money.  The lack of communication and the wait usually spoils customers enthusiasm.
Again.  Very nice product.  Non existent service and slow (three to five months) delivery time.
Snitchy sends.

Note: Don't just start putting cobblestone sheeting on everything just because you have lots extra left over.  Use it only for street pavement.

Of course, I'd never contradict you, Dan,  :D
but I could SWEAR I've seen piccies of cobblestone town squares and markets.

But you want to break up the cobblestone sea with something else stone-like, you can always add flagstones to the floors of some of the terrain pieces that you make for your board:

You know, the Lemax is about half way between those flags (round on edges, flat on top, like an worn, ancient road) and a cobble, so might do for contrast, and save on a lot of cutting and fitting.
