VBCW Flags

If I wanted to make some VBCW flags on a computer how do people make them "textured?"

You mean as if they were made out of hessian or flowing in the wind?

Either way I'd add a layer over the image, e.g.:

What program are you using to make the flags? I use Photoshop, but I'm sure there's alternatives.

This thread should probably be moved to 'how to' and can retitled about making your own flags or similar.
