One thing that tends to work well for water sprays such as from a fountain is to start with some of the clear fishing line for the sprays and falls (Use a couple pieces for the larger ones). It tends to be hard enough to let you arch it and keep its shape, just use a bit of super glue to hook it in place. Then use a bit of resin to do the main basins for the water and let it dry.
If you want, do the resin in a few layers and you can add things like fish to the fountain.
After the resin is fully cured, get some clear modgepodge, and brush it over the fishing line to thicken it into what you want and stipple it in varying amounts over the resin for the ripples.
Once that's dry, take some pearlescent paint (I tend to use the craft paints for it), and very lightly drybrush over the water in the areas where the water is most disturbed for the frothing look.
After that, use some gloss varnish to cover the water and it also works great for splashes from the fountain..
