28mm thugs without guns?

Hi all, 

Can anyone recommend a manufacturer for some 28mm 'thug' miniatures that don't have guns? There are a few in the Rebel Minis horror range, but they look more like serial killers than thugs. I quite like some of the Knight models Batman thugs, but they are very expensive.

Are there any other options?
