I know Savage Worlds did a roleplaying supplement called
Weird Wars: Tour of Darkness (Vietnam)
Which i think was mostly horror based, but as Savage World can be used as a mass combat/skirmishing system  it might be possible to combine the two. So you may be able to use that as a base for your game
Also the Savage World core book is very cheap , about £7-ish
