Good question. I would rule yes. The ability lists no exeptions from being in cover.

Short Answer: No.

Long Answer: In Pulp Alley there are two types of "fights" - brawls and shootouts.
> For example, if the active character is rushing an enemy then they are starting a brawl. Cover never provides a bonus during a brawl.
> If the active character is making a ranged attacked, they are starting a shootout. Cover saves only apply during a shootout.

Note -- Armor and the Rugged ability may give you some protection in a brawl - but Untouchable has no effect against Defensive Fire because it is not a shootout.
