For anyone with a 3D printer there is also the Najewitz Roman buildings which are quite nice. Not quite as beautiful, but much less time intensive than scratch building.

Isn’t Gangs of Rome getting a complete overhaul this year? You might want to hold off on your final decision until it comes out...

I play Gangs of Rome and I really like it. Great system, plenty of flavor, and excellent free scenarios.

It is indeed getting an overhaul this year, supposedly. I hope they don't change too much, other than adding on the campaign system, as promised.
