I would go for a couple of infantrymen. Every team need a couple of red shirts "Fodder Leads the Way!"

can't quite decide...

either what you suggest or a Dr and an infantry man for the remaining 20

or risk going short on numbers with either just a scout, rifleman or highlander

or taking the hit on stats too and going for a supernatural investigator

but this is my core
  Don't go short on numbers would be my advice! My doctor has proved very useful and in one memorable game, when he was backed into a corner laid out an opponent infantry man and then injured the Investigator.He also faced down a ghost in the same scenario.He has saved two of the team and restored one more, so pretty good investment at the sacrifice of the ranged capacity the infantry man would bring

Looking at that first Rifles officer, he looks like he should be accompanied by a Rifleman Sgt. with Nock gun.  Hmmmm.
