Surprise and Falling Rules

We played our first try at IHMN 2nd edition today (having played 1st ed. five years ago a couple of times).  We could not find any rules for surprise or for falling/jumping.  We had the "Mad Hatter" jumping down about 8-10 foot onto an unaware police constable (with a drawn Webley).  Did we miss any relevant rules due to our inexperience?  If not, anyone got any house rules?
