Another 10mm option would be the
great orcs from Magister Militum (they're closing down, but I think you can still order these - a lot of stuff has been taken off the site already):

I'm actually painting some of these up as small 15mm goblins at the moment. They stand shoulder-high to a Museum Miniatures 15mm crusader. There are
great-orc archers too:

The 10mm Magister Militum bugbears might also work if you want your goblins to look like smaller cousins of bugbears (in D&D style), though I imagine they're closer to man size in 15mm (in which case they might make good hobgoblins):

Also, the
Alternative Armies 15mm HOT orcs and goblins (they are mostly interchangeable) aren't terribly GW-ish (excluding the goblin archers and orc command and boar riders, which are), although they are relatively tall. Most of them are quite Tolkien-esque, barring the height, and Monster Manual goblins are essentially Tolkien's orcs.
You can see some of them below, on the right-hand side of the left-hand base (crouching with spear and standing with axe) and the left-hand side of the right-hand base (raised scimitar). Most of them are
slightly shorter than a Museum knight or a Copplestone barbarian, although that big guy with the scimitar (a 'mountain orc') is easily man-height.
