I'm having the same sort of problem for a different project just now

I am looking at Anvil Industries, as there are unarmed figures in there, if you hunt hard enough. Some of the Stargrave crew figures could supply parts as well. At least one Warlord WW2 sprue has binoculars on it (although I can't remember which one off-hand)

However, unarmed, relatively static contemporary figures are something I've struggled with, so I'm curious what folks come up with.
