I can WhatsApp my friends, or write them a letter: Same information transfer, but the one requires a pen, some paper and a stamp, the other hundreds of euros/pounds/dollars worth of phone and data.

At least; that's how you could explain that away in-universe. But I recognise the discrepancy there...

it could just refer to the bureaucracy of Wey-Yu, Romulus showed how bogged down by red tape it was, but it did stick out a bit to me...
