For a skirmish game only, Fistful of Lead: Bigger Battles at most - and likely not that big.

What companies - and in metal only, please - would be a good source without buying unneeded figures.  First option I can think of is Eureka Miniatures.  Other options that might work - and work scale wise with Eureka?

Thanks for input.  And please, not packs of 8 or 24 or 50 figures suggestions! No unneeded figures - last thing I need.

Just a small game in mind.

To be honest I can't think of any manufacturer except Eureka who sells 15mm individually. So, not answering your question I would look at Skytrex "Command Decision" range. They sell in packs of 10 with a variety of poses in each pack. I have there Japanese and USMC and they paint up nicely. From what I recall however they don't fit size-wise with Eureka, being much smaller.

Peter Pig do fairly small packs.

For FFoL Bigger Battles you are going to want 25 to 50 figs a side aren't you?

Yeah, I'm completely stumped as well - as far as I know most companies sell in packs of at least 8 infantry (the 'Peter Pig' model) with Eureka being about the only one I know of to offer them individually. Oh, of course - Irregular Muniatures also sell individually - Japanese, a couple of flavours of Chinese but no Americans for some reason.

Apart from those 2, I think it's going to be tricky.

Well, Eureka have 40-50 unique Japanese and Marine figures each so that might be enough. 

I can also tolerate the Skytrex Command Decision packaging since most packs have all unique sculpts - can add in some US army.  Just how different in size are they - any comparison photos out there?  Afraid with Peter Pig there are just too many duplicates - usually only 3 unique sculpts in a pack of 8, and not always that many, sometimes a bit more.

Next question would be best source for both Japanese and American landing craft - that are not too expensive?  Also a few vehicles and armor?  And maybe a very few aircraft - on ground?

Last would be suitable civilians - American civilians?  Unarmed first but some armed okay.

Fifteens Away, I don't have any comparative pictures of the Eureka and Command Decision figures, but do recall a mate of mine saying that the Eureka were much bigger and didn't match. Maybe someone else will have pictures?  I don't know who makes 15mm landing craft but PSC produce 3d printed Japanese and American vehicles including LVTs and armour. I bought some last year. They are very nicely done if a tad fragile in places. They also took months to arrive, but I suspect they were overwhelmed after a sale!
