that's an interesting idea...

IMHO, the whole idea of gaming the victorian era is that thing about the impact of industrialization on society, in all aspects.
In an exaggerated way, VSF is the bright side of it with the Jules Verne enthusiasm for modernity (tea and cookies anyone?), whereas Steampunk is the dark side. In that setting of thought, there is no need for a lot of additional exaggeration to picture a hell with (OK, underground lava povered steam machines) dirty unhealthy workers operating (or being operated by) machinery.

In that hell, the army of the Devil would wear period suits or accountants' gear, sometimes having nice "Alice in Wonderland" tea parties in the green, while the others have to work away from the sun

Nice idea.

I remember seeing a game board last year where some-one had modelled hell - it looked very good.
I didn't keep the link unfortunately.  :-[

What are some 25/28mm figures that could be used for forces of the Devil?  I would possibly like to even use some human. 

To keep costs low you could use the new GW plastic Bloodletters as Hellish minions or perhaps the Daemonettes are more in keeping with your thoughts? ;)
