Sorry! Just double-checked.  The eagle and the buttons were in luminous paint but only the lettering on the scroll is luminous.  The scroll itself is dark grey.  Unless you're a very, very good painter, I don't think you'll be able to paint 'Feldgendarmerie' in that tiny space!
