How about the Alpha Zorgl?

ALSO

There's a zombie pack with a guy dressed up as a chicken, can't remember who by. Otherwise, you could use the teddy bear armies from Eureka.

Brigade has a post apocalyptic "Marvin Moose and the Mooseketeers" pack in their atomic cafe 1957 line. Marvin's costume is a little worse for wear if I remember correctly.

Disney has some small figs in collectable packs (saw at the theme park store but didn't purchase). Not sure of the scale but thought they were ~25mm but thin.

Iirc, Foundry has a set with a two-part horse costume.
I know you're too old to play with toy soldiers. So give them to me... NOW!

.per., not sure what you are looking for.  Do you want furry animals, anthropomorphic furry animals (as with some sort of B grade sci-fi story), or humans in furry animal suits?  If you want humans in furry animal suits, then it seems like a good idea to have some of the human showing through in order to show that the figure represents a human in a furry animal suit.  What's the game scenario?
