I don´t think they´re handpainted, they look like decals. But I might be mistaking.

I'd say the shields might be a combination of both. One looks like a decal to me, while another has that freehand feeling and not quite industrial "sameness" (is there a word like that?)

Just what size are those kislevits? 6mm? A warmaster crowd?

It's indeed Warmaster.

The shields are LBMS transfers.  Their decals are fantastic. I painted a few of the bigger shields sparingly at the edges only.

There´s no problem with using Decals. But it´s better to make that clear, like the Prof did with his Romans.
