Future survivor Mini I.D.?

Can anyone tell me what this figure is?
He is 22mm I think bigger than Dark future 20mm and smaller than 25mm.
It has "SS 93 ROOLPI" on the bottom of the base as far as I can make out.

It's a nice sculpt, too bad it's too big for 20mm....

A clue may lay with the style of the basing, I don't know any manufacturer that makes a round base like that, I assume to fit into a larger plastic base with a round insert.  I've seen plastics with the round insert-base, but not lead....

He kinda reminds me of Bill Savage from the 2000AD Volgan War comic.
