I do assume the initial investment in the flying barges is so significant as to make any risk of loss heartbreaking.

Might the flying barges be worth more than their cargo?
Could make for an interesting development as pirates ditch the heavy cargo to try and escape from the dirt-grubbing robbers, the cargo forming both a distraction and a missile, or just to increase speed/altitude.
