Question about LOTR strategy battle game

I'm not one for tournament playing. So I usually play LotR scenarios with a certain storyline (background storyline I should say) in mind. That way the organization of the forces will make a lot more sense. For example if I play a raid of a small patrol on an enemy camp it absolutely makes no sense to keep dragging a banner around with you. Banners are cool for battles but hardly make sense in densely wooded terrain.

A captain for every 12 soldiers? What and a general for every 50 soldiers? Sure....

The tournament winners were alway horde armies (normally Hobbits).

Iknew it! Can't turn your back on the little buggers or they'll be swarming all over you in a second. World domination by halflings! Millions of dead and dying in the poorer countries because they had to export what little food they had to their ever hungry overlords....

If you have a hero for every 12 men, they should be called sergeants surely.
I just use the old force lists, better for scenarios in my opinion.

In my opinion, old rules are better if you want to play a specific scenario. On the other hand, new rules are better if you want a free skirmish game full with epic battles between heroes, a lot of them!!
