'Wargames, Soldiers & Strategy' issue 57 did an article converting Legends of the Old West to such a theme, I have used the rules and they are very easy to use, I highly recommend the article in general and the rules in particular.

A new ruleset for gangster posse gaming was released a few weeks ago, the name had the word "Dogs" in it IIRC  :D

It had a campaign system and abstract rules for territory control and such.

Below is a link to my blog. It's the place where I write uninteresting things about little toy soldiers. I do this because I refuse to grow up and behave like an adult.

You might also consider GASLIGHT.  It is billed as VSF, but it works equally well for pulp games.

You might want to check out the Strange Aeons rules?

They would work really well for small scale skirmishing.

"Mad Dogs with Guns" is a brilliant incisive -- oh, wait, I'm one of the designers  ;)

PDF or paper versions available. North Star will be doing a 'commercial' print run for shops and dealers.
