It's called Comic Life from a company called Plasq

The program comes with a huge range of different comic templates, from 1940s style comics through to Manga, and all sorts of speech and thought bubbles, captions and sound effect text.
Just drag the template onto a blank page and then drag your images into the boxes. Very simple to use
I think I paid about $30 for it.

This made my day. Thanks!

The miniatures are from Redoubt (so is the one in my avatar), and unusually big for such relatively old sculpts, 30mm and upwards. Swashbuckling gaming would be poorer without this range, but be warned that they can take a lot of elbow grease to prep for painting.
