Poundland Dinosaurs

They have a wide selection of these, about 2-4" tall.  Not great, but cheap for the odd game of Dinosaurs ate Hitler.

I am a scale person so cheap does not suit most of the time.
Safari Ltd. has very nice dinosaurs that may do not cost an arm or a leg.
