They're portable sound detectors - basically acoustic direction devices as already suggested.

They work on the same principles (roughly speaking) as the concrete sound mirrors here in the South East of England - can be aimed at varying heights directions to pick up sound from different heights, and obviously the wider the 'scoop' the greater the pick-up. Just like cupping your ears with your hands really. I'm not sure what the goggles have to do with it though!

If we are being serious now: I would guess that they were more blinkers than goggles, to stop you seeing rather than aid vision.
Close your eyes, you should see a marked improvement in your hearing.
Not sure if that is strictly true, but it does allow you to focus more fully on what you can hear without the distraction of your brain automatically analysing what you can see.
 ;)
