You've keyed on to a lot of the same ideas I've been having about how to combat ghosts. In writing these rules I've tried to capture the traditional abilities and activities of ghosts in haunted house stories, twisted just enough to fit into the gaming milieu. The way I envisioned it, the ghost and its anchor would be deployed together like other figures. The anchor then stays at that location and the ghost enjoys the freedom of the board. In trying to keep it as simple as possible, that let me avoid having to write a separate summoning mechanic. But it would make perfect sense to have them be summoned if you wanted to add that.
