Terrain Movement penalties

Hi,

We played our first game the other week down the club (great fun it was too). One question came up and we couldn't find the answer in the rulebook.

3.2.1. Says that a figures movement may be slowed by terrain and to see 4.1

4.1 says that terrain inflicts a penalty on movement depending on the figure e.t.c. then gives an example for shooting.

Am I right in thinking type 1 terrain would just inflict a -1" on a figures movement and type 3 would inflict a -3"? Or am I just looking in the wrong sections?

That's how I read and play it. I had a related sub question though. If a model moves less than 3" through type 3 terrain does it still not get penalised -4 in shooting? Or do you add the terrain type to distance moved to calculate shooting modifiers?
